This photo was taken August 1961 on a visit to San Francisco -- that's the Oakland Bay Bridge in the background. It is not the complete ship's company -- most of the officers and petty officers are shown but less than half of the lower deck men (white uniforms) are in the photo -- those present were probably that day's duty-watch or too hung-over to go ashore.
