Traditionally the 'Don't Tread on Me' or First Navy Jack has been flown by the ship
with the longest total period
of active service, but on 31 May 2002 the Secretary of
the Navy
, Gordon R. England directed that the First Navy
Jack will be displayed on board
all U. S. Navy ships in lieu of the Union Jack
during the Global War on Terrorism.
