He was born in January 1842, to Edwin and Hannah S Chandler (27, 34). He was 21 years old when he was enlisted (21, 22 [23 in 1864], 26 [33 in 1880], 27 [58 in 1900], 35 [8 in 1850]). He was born in Philadelphia, Pennsylvania (21, 22, 26, 27, 34, 35).
In 1850, he was living in ward 3, Spring Garden, Philadelphia, Pennsylvania (35). He was living with his parents Edwin and Hannah Chandler, and with Edwin (presumably his brother) (35). He had attended school within the year (35).
When he enlisted, he was a clerk (21, 22).
He was 5 feet 10 inches tall, and had a dark complexion, dark eyes, and dark hair (21, 22).
He also served in company K of the 22nd Pennsylvania (24, 25, 33). He was enlisted in April 1861 (24). He was discharged in 1861 (24).
He was enlisted and mustered into service on 25 September 1861 (co.D) or 24 September 1861 (co.A) (1, 22 [25 Sep], 24). He was enlisted for three years, at Philadelphia, Pennsylvania, by Captain Sinex (22). He was mustered in service by Captain Dye (22). He initially served in company D (1).
He was promoted to corporal on 8 October 1861 (18).
He fought at the Battle of Gettysburg (29). He was then a sergeant (29).
On 23 August 1863, he returned to duty from corps headquarters (15). Sinex reported, on 26 August 1863, that he had been on duty as Provost Guard at Corps Headquarters, and had returned (4).
He was promoted to sergeant on 26 October 1863 (17).
On 13 December 1863, he was detailed to replace John Hamill in the ambulance corps (5). Colonel Gregory revoked the brigade order the same day (6), and Chandler returned to the regiment on the 15th (7).
He reenlisted as a veteran volunteer on 1 January 1864 (1, 22). He was reenlisted for three years, at Bealton, Virginia, by Lieutenant Swan (22).
In 1863 or 1864, he married Margaret [unknown surname] (28). In 1900 and 1910, she had had four children, none of whom were alive (28).
He was transfered from company A to company D on 16 February 1864 (10, 19). He may have been mustered in company A when he reenlisted, perhaps because he was detached (19?).
On 22 February 1864, the Superintendent of the Volunteer Recruiting Service detached him for duty in the recruiting service, in Philadelphia (8, 11). On 27 April 1864, Sinex reported that he had been relieved, but had not yet reported to the regiment for duty (9). On 29 April 1864, he was reported returned from detached service (23).
He was wounded on 8 May 1864 at Laurel Hill, Virginia (1, 32).
On 18 March 1865, he was promoted from sergeant to first sergeant, effective 1 March 1865 (12, 17, 22, 30).
He was promoted on 10 May 1865 (1) or 26 May 1865 (2, 16, 20, 22) from first sergeant to second lieutenant, by special order 115, 5th Army Corps, Army of the Potomac (22, 31).
On 31 May 1865, he went on a leave, which expired on 10 June 1865 (13, citing SO 118 HQ 5th Corps). He returned on 11 June 1865 (13).
On 6 July 1865, he was relieved from duty as acting regimental quarter master by quartermaster Archibald Nimmo (13). Chandler was also authorized to receive and issue ordnance and ordnance stores (13).
He mustered out on 10 July 1865 with his company (1, 2, 24).
In 1880, he was living at 208 Federal Street, Camden, New Jersey (26). He was living with his wife Maggie and son Wilson [?] (26). He was a fish dealer (26).
He attended the 1884 meeting of the 91st's Survivors' Association (3).
On 31 August 1889, he successfully applied from New Jersey [?] for a pension (25, 33).
In 1890, he was living at 51 Cooper, Camden, Camden County, New Jersey (24). He had pyles, a hernia, and heart disease (24).
In 1900, he was living at 42 North Second Street, Camden, Camden County, New Jersey (27). He was living with his wife Margaret (27). He was a steward (27).
He died on 8 February 1906, of phthisis pulmonalis, at 42 North 2nd Street, Camden, Camden County, New Jersey (33, 34). He was a steward (34). He resided at 42 North 2nd Street, Camden, New Jersey (34). On 13 February 1906, he was buried in Monument Cemetery, Philadelphia, Pennsylvania (34).
On 24 April 1908, his widow, Margaret L Chandler, successfully applied from New Jersey for a pension (25, 33).
In 1910, his widow Maggie Chandler was living at 218 Arch Street, Camden, Camden County, New Jersey (28).
