Before the war

He was born in May 1842 (10). He was 21 years old when he was enlisted (8, 10 [58 in 1900]). He was born in Pennsylvania (10).

He was living in Philadelphia, Pennsylvania, when he was enlisted (8).

During the war

He was enlisted on 24 September 1861, at Philadelphia, Pennsylvania (1, 7, 8, 14). He served in company K (1). He was mustered into service as second lieutenant on 3 or 4 December 1861, at Philadelphia, Pennsylvania (4, 7, 8 [3 Dec]).

He may be the "Lt Mulligan" whom prisoners claimed ordered Jesse B Wharton shot in the Old Capitol Prison, on 1 April 1862 (3).

On 29 June 1862, he, along with the other commissioned officers in the regiment (except Colonel Gregory), signed a statement denying accusations that they were on the verge of open mutiny, that the regiment had been reduced to 400 men, and that Colonel Gregory was too lenient to Confederates and too harsh to men in the regiment (11).

On 7 February 1863, he was absent without leave (5).

He was dismissed on 14 May 1863 (1, 2, 14), by general order 20, headquarters Army of the Potomac, dated 5 March 1863 (4, 6, 8).

After the war

In 1900, he was living in Atlantic City, Atlantic County, New Jersey (10). He was retired (10). He was widowed (10).

On 3 January 1906, he applied unsuccessfully from New Jersey for a pension (9, 14).
