During the war

He was drafted in July 1863, but the Board of Enrollment gave him an exemption because he was the "only son of aged or infirm parents or [his] parents [were] dependent upon his labor for support" (3, 4).

He was drafted (1, 2, 3). He was mustered into service on 28 February 1865 (1, 2). He was enlisted for one year, at Chambersburg, Pennsylvania, by Captain Eyster (2). His enlistment was credited to the sixteenth congressional district (2). He served as a private in company A (1).

He was absent, sick, when the regiment mustered out (1, 2).

[This is the only person I have been able to find who could possibly be Isaac Peecher. However, he clearly is the Isaac Peecher who served in the 16th PA Cavalry, according to the 1890 census, transcribed below. Note also that the pension index by regiment has a card for him; he applied successfully in 1888 and again in 1907, died on 5 June 1911 at Fairfield, and his widow applied successfully on 9 June 1911, all based only on his service in H 16th PA Cavalry; the Footnote index has no other Isaac Pecher's]
