Charles was born 21 Nov 1877 in Albion, Noble Co., Indiana and died 31 Oct. 1964 in Toledo, Lucas Co., Ohio. He lived in Defiance, Ohio at the time of his enlistment.

The medal, posted above, was issued to all officers and men who served in the Army of Occupation commencing after the surrender of Santiago until May 20, 1902. The Sixth Regiment Ohio Volunteer Infantry served in the Army of Occupation.
